NOTICE OF INTENT TO MAKE SINGLE FEASIBLE SOURCE PURCHASE

 

Phelps County believes there is only a single feasible source from which to purchase the following and intends to make a single feasible source purchase unless viable competition is established. Please contact the Phelps County Assessor if you can supply the following:

 

99 sq. mi. of 3”/pixel individual orthographic and oblique geo-referenced aerial images, 607 sq. mi. of 6”/pixel individual orthographic and oblique geo-referenced aerial images; Standard tiles and Mosaic Area Wide Individual images in JPG and MrSID formats; Mosaic Area Wide combined images with online hosting of images for at least 100 users and change detection and measurement tools available and functional in both orthographic and oblique angled views including toolbar connection with ESRI ArcGIS and AutoCAD Map 3D including training and setup; integration with Vanguard Appraisal’s Inc. Camavision software system currently deployed in the Phelps County Assessor’s Office.

Use the RED "e-File Personal Property" button in the menu to the left to file your assessment online. YOU DO NOT NEED A USERNAME OR PASSWORD TO EFILE. The assessment form or postcard you received from our office will have the account number and PIN information required to e-File. If you have any questions, please don't hesitate to contact us.

In accordance with the laws of the State of Missouri, I have completed the assessment of all real property in Phelps County. If the assessed value of your property has changed, you should have received a “Notice of Change in Assessed Value” letter from our office. If you do not agree with the assessment of your property, please immediately contact my office to discuss any concerns you may have (informal appeal hearing). If you should need more than a telephone conversation, appointments for in-person informal appeal hearings are available These appointments must be made by June 30, 2023. Informal appeal hearings will be conducted June 20, 2023 through July 7, 2023. Please provide relevant documentation (a current appraisal, etc.) concerning value so that a productive informal hearing can be assured. After the informal appeal process is completed, pursuant to RsMo.137.275, every person who thinks themselves aggrieved by the assessment of their property may appeal to the county board of equalization, in person, by attorney or agent, or in writing. Such appeals shall be lodged with the county Board of Equalization through the Phelps County Clerk's Office in the Phelps County Courthouse at 200 North Main Street, Suite 102, Rolla, Missouri 65401. Appointments for the county board of equalization should be made in advance.

2023 Reassessment

In conjunction with this year’s reassessment, the Missouri State Tax Commission (STC) has recommended a county-wide increase to help insure that our assessed valuation keeps pace with the recent sales trends in the real estate market. Due to the nature of the economy, among other reasons, I have decided to not accept the STC’s recommendation. Reassessment has occurred per state statute, but the only value increases in Phelps County for 2023 will be due to new construction (improvements to the property) or changes in the use of property (from residential to commercial, etc). We will begin mailing change notices the week of June 12. If you receive a change notice and have any questions concerning it, please feel free to contact my office.
