Information about the 2025 House Bill 921

Recently, there has been a lot of misinformation available from Google and even the Veteran's Administration concerning Missouri's 2025 House Bill 921. HB 921 was titled the "Disabled Veteran Property Tax Relief Act" and related to a property tax exemption for certain disabled veterans. As of 15 May 2025, HB 921 was referred to the Emerging Issues Committee where it died. No matter what the VA may tell you, HB 921 did not pass and it was not signed by the Governor. For 2026, the legislature is working on a similar bill to provide a property tax exemption for disabled veterans. This bill is still in process. It will need to be passed by both houses of the legislature as well as signed by the Governor to go into effect. Believe me when I tell you that once any such bill passes, we will put it into effect as soon as legally possible. I will make sure that my staff is knowledgeable about it and we will have whatever applicable paperwork is necessary.

2025 Tax Bills

Soon Phelps County Collector Faith Barnes will be sending 2025 Real Estate and Personal Property tax bills to citizens who own property. Here are a few things to keep in mind concerning Assessed Valuation and tax bill amounts when you receive your bill:

Residential property values went up across the entire county this year due to the statutory requirement that our values follow real estate market values. The average Residential Assessed Value increase in Phelps County was approximately 10%. Agricultural and Commercial property values remained unchanged, except for new construction or changes in property condition.

If you call the Assessor’s Office concerning your tax bill, please remember that we cannot answer questions about the tax amount. In The Assessor’s Office, we are responsible only for property value; we would be happy to discuss any changes in the Assessed Value or Market Value of your property.

The spike of residential real estate values over the last several years has led to our Assessed Values falling out of compliance (90 - 110% of market value) with the Missouri State Tax Commission (STC). As a result, the 2025 assessment year will bring about a fairly large increase in assessed value for residential properties.
